A quality freebie if you have a low budget is vassilis tsiartas from greece. he is a wicked freekick taker and also paul ifill is a good goal scorer and fernando cavenghni is quick and a good finisher.
If you are a championship side then buy julio arca and phil jagielka, they work well together.
